Conditions / Refusal Reasons
That approval of the details of the siting, design and external appearance of the building(s), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced. Reason: As the application is in outline only and not accompanied by detailed plans.

That application for the approval of the reserved matters referred to in Condition 1 above shall be made to the Local Planning Authority not later than three years from the date of this permission, and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That no development shall take place until the Local Planning Authority are satisfied that contamination has been sufficiently investigated and any remedial action approved in writing. The site shall not be occupied until any agreed action is implemented and approved by the Local Planning Authority. The following measures (i) (a-d) shall be undertaken to investigate and remediate any contamination on the site prior to commencement of the development. (a) A desk study shall be submitted to and approved in writing by the Local Planning Authority. (b) Where contamination is identified as having the potential to be present in (a) proposals for a site investigation to characterise the site must be submitted to and approved in writing by the Local Planning Authority. (c) The approved site investigation referred to on (b) shall be fully implemented and a report submitted to the Local Planning Authority for written approval. If the Local Planning Authority is not satisfied that the site has been adequately characterised after the first stage of investigation further works will be required to clarify any remaining uncertainties. (d) Where unacceptable levels of contamination are identified a remediation scheme shall be submitted to and approved in writing by the Local Planning Authority and (ii) prior to occupation of the site the approved remediation and validation scheme in (d) above shall be fully implemented and a report submitted and approved in writing by the Local Planning Authority. Reason: To ensure that any ground water contamination is identified and adequately addressed to ensure the safety of the development, the environment and the public and to ensure that the site is suitable for the proposed use and in accordance with Policy H11 of the adopted South Oxfordshire Local Plan.

That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of public health and to avoid pollution and in accordance with Policy G17 of the adopted South Oxfordshire Local Plan.
