That the site lies in an isolated rural location within the Oxford Green Belt where development is to be strictly controlled to protect the openness of the Green Belt. Building conversions will only be permitted where the building is suitable for the proposed use, and that the openness of the Green Belt is protected and other uses have been found to be unacceptable in planning terms. The proposals involve a substandard extension to the existing building and the creation of a domestic curtilage and other uses have not been found to be unacceptable. As such, the development would adversely affect the openness of the Green Belt and be contrary to Policies C11 and GB2 of the adopted South Oxfordshire Local Plan and Policies GB3 and E8 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That insufficient information accompanied the application to demonstrate that the building can be converted without major structural or other alterations which would damage its fabric or essential character, contrary to Policy C11 of the adopted South Oxfordshire Local Plan and Policy E8 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
