Conditions / Refusal Reasons
That approval of the details of the design and external appearance of the building(s) shall be obtained from the Local Planning Authority in writing before any development is commenced. Reason: As the application is in outline only and not accompanied by detailed plans.

That application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of 3 years from the date of this permission. Reason: By virtue of Sections 91 and 95 of the Town and Country Planning Act 1990.

That the development hereby permitted shall be begun either before the expiration of 5 years from the date of this permission, or before the expiration of 2 years from the date of approval of the last of the reserved matters to be approved whichever is the later. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That no development shall take place until there has been submitted to and approved by the Local Planning Authority a scheme of landscaping which shall show all existing trees on the site and details of any to be retained. The scheme should also show details of trees and shrubs to replace any which are to be removed. This scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. Reason: To protect local amenities and to comply with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.

That the existing trees and hedges on the land shall be protected whilst development operations are in progress, in accordance with details set out in British Standard 5831. Reason: To safeguard the character of the area in accordance with Policies G1 and C16 of the adopted South Oxfordshire Local Plan.

That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others or similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help assimilate the development into its surroundings and to comply with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference 0350 - P02 all constructed, surfaced and laid out, retained and maintained. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.

No development shall commence on site until the applicant has been responsible for organising an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out in accordance with a written specification and by a professional archaeological organisation that has first been agreed in writing by the Local Planning Authority. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site and to comply with Policies G1 and CON16 of the adopted South Oxfordshire Local Plan.

That during the construction of the development, no works, audible past the site boundary, are conducted outside the following times: 8 am to 6 pm Monday to Friday, 8 am to 1 pm on Saturdays and no work to occur on Sundays or public holidays. Reason: To ensure that noise and disturbance from construction activities does not interfere with the surrounding residential units and to comply with Policies G1 and G7 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any other works to which this permission relates, the acoustic wall between Brook House and the site shall be constructed and completed. Reason: To ensure that noise and disturbance from construction activities is kept to a minimum and to comply with Policies G1 and G7 of the adopted South Oxfordshire Local Plan.

That details of the surface treatment for the access drive shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Reason: To ensure that the details of the development are satisfactory and to comply with Policies G1 and H5 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of development a sample of the brick to be used in the construction of the noise attenuating wall shall be submitted and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory and to comply with Policies G2 and H5 of the adopted South Oxfordshire Local Plan.
