Conditions / Refusal Reasons
That the proposed development would be contrary to the Green Belt policies in the Oxfordshire Structure Plan G4, the adopted South Oxfordshire Local Plan GB2 and GB4 and the South Oxfordshire Local Plan (Policy GB2, GB4) and Planning Policy Guidance 2. The site lies within the Oxford Green Belt where there is a general presumption against new development. The proposed new dwelling is not an appropriate infill plot under policy H5 of the adopted South Oxfordshire Local Plan and policy H5 of the Second Deposit Draft Plan. Elsfield does not have a wide range of services or facilities, it is not one of the larger or smaller villages within the District where new dwellings are permitted. As such the proposal for a new dwelling in this location is contrary to Policy H6 of the adopted South Oxfordshire Local Plan, and Policy H6 of the Second Deposit Draft Local Plan, as this is not a sustainable location for new housing development.
It is also considered that this development would detract from the character and appearance of an Area of Great Landscape Value, therefore contrary to Policy C3 of the adopted South Oxfordshire Local Plan, and Policy C1 of the Second Draft Deposit Local Plan.
