Conditions / Refusal Reasons
The demolition of the Lamb Garage would neither preserve nor enhance the character of the Conservation Area. No convincing justification has been put forward for its demolition and the redevelopment proposals to replace it are considered unacceptable. As such the proposals are contrary to advice in PPG15 and Policy CON9 of the adopted South Oxfordshire Local Plan and the Second Deposit Draft South Oxfordshire Local Plan.

The proposed alterations to the listed coach house would involve substantial demolition of this Grade 2 listed curtilage building which would diminish the character of the building and detract from the character and appearance of the Conservation Area contrary to Policies CON1, CON6 and CON8 of the adopted South Oxfordshire Local Plan and the Second Deposit Draft South Oxfordshire Local Plan.

The design and scale of the proposed development is not considered to be in sympathy with the established character of the Conservation Area in that it attempts to imitate adjacent development but fails to do so in an acceptable way resulting in an incongruous form of development which would detract from the character and appearance of the Conservation Area and the setting of the adjacent listed buildings. As such the proposals are contrary to advice in PPG15, Policies CON7, CON8 and CON10 of the adopted South Oxfordshire Local Plan and the Second Deposit Draft South Oxfordshire Local Plan.

That the provision of the access and car parking to the rear of 82 High Street as proposed would detract from and diminish the historic interest and value of the burgage plots contrary to Policy CON14 of the adopted South Oxfordshire Local Plan and CON15 of the Second Deposit Draft South Oxfordshire Local Plan.
