Conditions / Refusal Reasons
The proposed community hall by reason of its height, design and materials and associated car parking would be an intrusive feature on this hillside out of character with its rural setting and as such would detract from the openness of the Green Belt and the character and appearance of this Area of Great Landscape Value.  As such the proposal is contrary to Policies G1, GB2, GB4, C3 and C6 of the South Oxfordshire Local Plan and Policies G2, C1, C4, GB2 and GB4 of the Second Deposit Draft South Oxfordshire Local Plan.

The proposed building is not designed using sustainable principles or measures to reduce the opportunity for crime and is not designed or sited to be an energy efficient building.  As such the proposal is contrary to Policies G18 and G14 of the South Oxfordshire Local Plan, Policies D6 and D8 of the Second Deposit South Oxfordshire Local Plan and advice in Sections DL1, DL9 and BP6 of the South Oxfordshire Design Guide.
