That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That at the expiration of 12 months from the date of the fence being erected, the fence shall be removed and the earth banking as indicated on drawing 04/TH/1015.60 removed to previous ground level unless a fresh planning application shall have been submitted to and approved in writing by the Local Planning Authority. Reason: In order that the effect of the development upon the amenities of the neighbouring area can be assessed during this period, and that any future application can be decided on this assessment and to comply with Policies G1, CON8 and CON10 of the adopted South Oxfordshire Local Plan.
