Conditions / Refusal Reasons
The Development Plan seeks to protect the District's Countryside from adverse developments through generally restrictive policies. The erection of 6 dwellings, in depth on the site, would consolidate a ribbon of development in open countryside, contrary to Policies G1, G5 and H6 of the approved South Oxfordshire Local Plan and Policies G2, G4 and H6 and the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That the erection of 6 dwellings in depth, would detract from the semi-rural character and appearance of the area, which lies within an area of Great Landscape Value, at the entry into Cholsey, contrary to Policies C3 and C6 of the approved South Oxfordshire Local Plan and Policy C4 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That if, notwithstanding reason 1 above, the site was considered suitable for housing, the proposed density of development represents an unsustainable and inefficient use of land, contrary to Policies G5 and H8 of the approved South Oxfordshire Local Plan, 2011 Second Deposit Draft and advice in Planning Policy Guidance Note 3 (Housing).
That, having regard to the type and mix of dwellings proposed, the development fails to meet the needs of current and future households, contrary to Policy H7 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That, having regard to the suburban layout proposed, and to the excessive span of the dwellings, the development would represent an inappropriate form of development which would detract from the character and visual amenity of the locality, contrary to Policy D1 of the approved South Oxfordshire Local Plan, 2011 Second Deposit Draft and the South Oxfordshire Design Guide.
That having regard to the location of the site relative to No 46 Wallingford Road, which is included on the Statutory List of Buildings on Special Architectural and Historic Interest, the development would detract from the character and setting of the adjoining building, contrary to Policy CON 7 of the adopted South Oxfordshire Local Plan and the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
