Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the materials to be used for the external walls shall be of the same colour, type and texture as those used on the existing building. Reason: To help to assimilate the development into its surroundings in accordance with Policy H12 of the adopted South Oxfordshire Local Plan.

That a scheme to provide acoustic screening to the air conditioning units shall be submitted to and approved in writing by the local planning authority. The approved scheme shall be fully implemented before the air conditioning units become operational. Reason: To ensure that the development is not unneighbourly in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That the level of noise from air conditioning units shall not exceed 40 dB(A)Leq between 7.00am and 11.00pm and 30 dB(A)Leq at any other time. The noise levels shall be determined 1m from the façade of the residential accommodation at 64/65 High Street, Wallingford and the measurement shall be made in accordance to the latest British Standard 4142 "Method for rating industrial noise affecting mixed residential and industrial areas". Reason: To ensure that the development is not unneighbourly in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That within six months of cessation of their use for telecommunications purposes all equipment and the satellite dish shall be removed from the site. Written notice shall be given to the Local Planning Authority within one month of the cessation of use of any equipment. Reason: Because permission is granted only because of the need for the facility and to safeguard the character of the area in accordance with Policy G15 of the adopted South Oxfordshire Local Plan.
