Demolition of garage and single storey extension, erection of outbuilding for garage/storage/study and erection of two storey extension to side of dwelling to include two dormer windows. (As amended by plans received from the Agent on 2nd March 2004).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences.
Reason: To safeguard the character and appearance of the Clifton Hampden
Conservation Area and in accordance with Policies G8 and CON10
of the adopted South Oxfordshire Local Plan.
That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority.
Reason: To safeguard the character and appearance of the Clifton Hampden
Conservation Area and in accordance with Policies G8 and CON10
of the adopted South Oxfordshire Local Plan.
That the additional living accommodation hereby permitted shall be occupied and used only in connection with and ancillary to the occupation and use of the existing property Hampden Cottage as a single dwellinghouse, as specified in the application, and shall not be occupied or used separately therefrom.
Reason: As the separate occupation of the accommodation would represent
an undesirable sub-division of the property and result in inadequate
standards of amenity and privacy and in accordance with Policy H13
of the adopted South Oxfordshire Local Plan.
That the existing trees and hedges on the land shall be protected in accordance with British Standards 5837 'Trees in Relation to Construction' and in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development and maintained throughout the course of the development.
Reason: To safeguard trees and hedges which are visually important and in
accordance with Policy C16 of the adopted South Oxfordshire Local
Plan.
That before the commencement of any site works on the new garage building or operations relating to that development, an arboricultural method statement to ensure the satisfactory protection of retained trees during the construction period shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works including demolition. The matters to be encompassed within the arboricultural method statement shall include the following:-
(i) A specification for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities;
(ii) The specification of the location, materials and means of construction of temporary protective fencing and/or ground protection in the vicinity of trees to be retained, in accordance with the recommendations of BS 5837 (1991) 'Trees in Relation to Construction', and details of the timing and duration of its erection;
(iii) The definition of areas for the storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage;
(iv) The specification of the routing and means of installation of drainage, or any underground services in the vicinity of retained trees;
(v) The details and method of construction of the proposed hardstandings and sewage treatment plant in the vicinity of retained trees and how this relates to existing ground levels.
Reason: To safeguard trees and hedges which are visually important in
accordance with Policy C16 of the adopted South Oxfordshire Local
Plan.
That the hardstanding for the garage/storage/study building shall be constructed using the no dig method as recommended in Arboricultural Practice Note 1.
Reason: To safeguard trees and hedges which are visually important in
accordance with Policy C16 of the adopted South Oxfordshire Local
Plan.
That no additional windows to those shown in the south facing roof slope of the extension facing The Ridges shall be inserted unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof.
Reason: To ensure that the development is not unneighbourly and in
accordance with Policy H12 of the adopted South Oxfordshire Local
Plan.
