Conditions / Refusal Reasons
That the proposal for the conversion of the barns to provide a single dwelling with the associated works would represent an undesirable extension of residential development into the countryside beyond Waterstock village and would detract from the character and appearance of the conservation area and the landscape setting of the village and the character and appearance of the Area of Great Landscape Value. As such the proposal would be contrary to Policies G1, G5, C3, CON8 and CON15 of the adopted South Oxfordshire Local Plan and Policies G2, G4, C1, C4 and CON10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
That having regard to the design details proposed for residential conversion: in particular the insertion of a first floor and the need for rooflights; the creation of a courtyard garden, the provision of a car port and the details of the enclosure of the open shelter sheds, the proposal represents an unacceptable and uncharacteristic form of development that would be out of keeping with the simple rural character of the existing building would detract from its established character and the character and appearance of the Waterstock Conservation Area. As such the proposal would be contrary to Policies G1, G5, C3, C11, CON8 and CON15 of the adopted South Oxfordshire Local Plan and Policies G2, G4, C1, C4, E8 and CON10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
That having regard to the proposed use of the barn for residential purposes, the traffic such a use would generate and the location of the access track in relation to the residential properties to the south west the proposal represents an unacceptable form of development that would be detrimental to the residential amenities of Riverside House, High Wall, Old Timber Yard and Whitehouse by reason of noise, loss of privacy and disturbance. As such the proposal would be contrary to Policies G1, G7 and C11 of the adopted South Oxfordshire Local Plan and Policies G2, EP2 and E8 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
