The development would be contrary to the general and housing policies of the adopted South Oxfordshire Local Plan and the Deposit Draft South Oxfordshire Local Plan 2011 in particular Policies G1, G3, H5 and H6. Moulsford is not a settlement that has a range of services, facilities or public transport, and is therefore not an appropriate location for new housing. The site is not an acceptable infill site and as such this is not a sustainable location for new development.

The site lies within the North Wessex Downs Area of Outstanding Natural Beauty. The development is not of a scale and type appropriate to this area and would create a cramped form of backland development out of character with this part of the settlement and having a poor relationship with adjacent properties Mead Corner and Pye Corner contrary to Policies C2 and H18 of the adopted South Oxfordshire Local Plan and Policies C2 and D4 of the Deposit Draft South Oxfordshire Local Plan 2011. As such the proposal would be detrimental to the visual amenities of this area which lies within the North Wessex Downs Area of Outstanding Natural Beauty.

The proposal would result in an intensification of a substandard access onto the A329 to the detriment of the safety and convenience of users of the public highway contrary to Policy G10 of the South Oxfordshire Local Plan and Policy T1 of Deposit Draft South Oxfordshire Local Plan 2011.

The application as submitted lacks a Design Statement and site appraisal so failing to illustrate how 2 houses can respect the setting of the listed building. It is considered that by reason of their height, scale and massing and the projecting double garages the development would detract from the setting of the Grade 2 listed building contrary to Policy CON7 of the adopted South Oxfordshire Local Plan and Deposit Draft South Oxfordshire Local Plan 2011 and advice on building design principles in Section 4 of the South Oxfordshire Design Guide.
