Description
Demolition of existing pavilion and the construction of a new village centre for use by the Cholsey community. The Cholsey Centre will provide facilities for indoor sports, recreational events, social functions, meetings and office accommodation for the Cholsey Parish Council. Relocation of Childrens Play Area. (As amplified by letter from Agent dated 18 March 2004).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced.
Reason: To ensure that the details of the development are satisfactory in
accordance with Policy G8 of the adopted South Oxfordshire Local
Plan and Policy G2 of the approved South Oxfordshire Local Plan,
2011, Second Deposit Draft.
That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in
accordance with Policy G9 of the adopted South Oxfordshire Local
Plan and Policy D1 of the approved SOuth Oxfordshire Local Plan,
2011, Second Deposit Draft.
That prior to any other works, including any demolition of the existing hall, the existing children's play area shall be replaced in accordance with details which shall first have been submitted to, and agreed in writing by the Local Planning Authority.
Reason: To protect local amenities in accordance with Policy CF2 of the
adopted South Oxfordshire Local Plan and approved South
Oxfordshire Local Plan, 2011, Second Deposit Draft.
That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing.
Reason: In the interests of public health in accordance with Policy G17 of the
adopted South Oxfordshire Local Plan and Policy EP5 of the
approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That details of all external lighting shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Other than the approved scheme, no additional external lighting shall be provided.
Reason: To protect local amenities in accordance with Policy G7 of the
adopted South Oxfordshire Local Plan and Policy EP3 of the
approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That prior to the developments first use the parking and manoeuvring areas shall be provided in accordance with the plan submitted and approved and shall be constructed, laid out, surfaced, drained and completed in accordance with specification details to be submitted and approved in writing by the Local Planning Authority prior to the commencement of development and shall be retained, unobstructed except for the parking and manoeuvring of vehicles at all times thereafter. The scheme shall include the provision of cycle parking.
Reason: In the interests of highway safety and convenience in accordance with
Policy G11 of the adopted South Oxfordshire Local Plan and
Policy D2 of the approved South Oxfordshire Local Plan, 2011,
Second Deposit Draft.
That all materials from the works of demolition shall be removed from the site prior to first use of the new Village Centre.
Reason: To protect local amenities in accordance with Policy G1 of the
adopted South Oxfordshire Local Plan and Policy G2 of the
approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
