That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That there shall be no raising of the existing ground levels on the site. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That no spoil materials shall be deposited or stored on the site. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That the garage shall be constructed with the floor slab at existing ground level, with apertures in the side and rear walls from ground level up to maximum flood water levels with gaps left under the main garage doors to allow the free entry and aggress of flood water. Any spoil arising from the excavation shall be removed from the floodplain. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order) the garage accommodation shall be retained as such and shall not be adapted for living purposes without the prior grant of planning permission by the Local Planning Authority on a formal application in respect thereof. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policies H12 and G8 of the adopted South Oxfordshire Local Plan.
