Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.
That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation.
Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.
That if within 10 years of the substantial completion of the building, the use of the building for agricultural purposes permanently ceases and, within a further 3 years, planning permission has not been granted for an alternative use, and there is no outstanding appeal, the building shall be demolished, the materials shall be removed from the land and the land restored to its former condition before development took place, or to such a condition as shall otherwise have been agreed in writing by the Local Planning Authority.
Reason: To safeguard the character of the area in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.
That there shall be no raising of existing ground levels of the site.
Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.
That no spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood.

That the building shall be constructed with the floor slab at existing ground level and with opening grills in the walls to allow the free entry and egress of flood water. In addition any spoil arising from the excavation shall be removed from the floodplain.
Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood water storage capacity in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.
