Conditions / Refusal Reasons
That the proposal would be contrary to policies G1, G5,G8, C1, C2, C6 and H16 of the adopted South Oxfordshire Local Plan, policies G2, G4, G6, D1, C1, C2, C4 and H12 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003 and advice contained in the South Oxfordshire Design Guide. The site lies outside the main built up limits of Henley-on-Thames and is prominent in views from the Harpsden Valley and Harpsden Woods which lie within the Chilterns Area of Outstanding Natural Beauty. The proposal to demolish the existing low key bungalow and erect a replacement dwelling and triple garage does not accord with the replacement dwellings policy in that the grandiose form and appearance of the proposed dwelling would not be in keeping with the character of the surrounding development. In addition, having regard to the height and bulk of the proposed dwelling and garage, it is considered that they would appear intrusive when viewed from the Area of Outstanding Natural Beauty and in this way would detract from the unspoilt, rural appearance of the site.
That the proposal would be contrary to policy CON 7 of both the adopted South Oxfordshire Local Plan and the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003 in that the erection of a two storey dwelling and triple garage would detract from the spacious, sylvan setting of 9 Rotherfield Road which is a grade 11 listed building.
That the proposal would be contrary to policy G8 of the adopted South Oxfordshire Local Plan, policy G6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003 and the advice contained in the South Oxfordshire Design Guide. The proposed dwelling does not have a simple, traditional appearance but is grand and imposing with inappropriate design features including large areas of flat roof. Furthermore insufficient information has been submitted to indicate how the design of the proposed dwelling has been informed by the site or its location.
