That, having regard to the design and materials of the extension and the loss of the historic fabric involved, the proposals would fail to complement the form of the original dwelling and would be harmful to the character and appearance of the listed building.  As such, the proposal would be contrary to the provisions of the Council's adopted Local Plan, particularly Policies G8, H12 and CON6, the South Oxfordshire Local Plan 2011 Second Deposit (Draft), particularly Policies G6, H13, CON4 and CON5, and to the advice in the South Oxfordshire Design Guide, particularly Policy EX2.
