That, having regard to the design and materials of the extension and the loss of historic fabric involved, the proposal would fail to complement the form of the original dwelling and would be harmful to the character and appearance of the listed building.  As such, the proposal would be contrary to the provisions of the Council's adopted Local Plan, particularly Policies CON6, H12 and G8, and the South Oxfordshire Local Plan 2011 Second Deposit (Draft), particularly Policies CON4, CON5, H13 and G6, and to the advice in the South Oxfordshire Design Guide, particularly Policy EX2.
