The proposals are contrary to policies G1, H12 and CON6 of the adopted South Oxfordshire Local Plan, and to policies G2, H13, CON4 and CON5 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft September 2003). Having regard to the existing linear and regular form of the existing building, the proposal to add two storey extensions to the side and rear of the building would upset the existing linear composition of the listed building and would diminish its special architectural and historic character, competing with the listed building rather than complementing it.
