Conditions / Refusal Reasons
That the proposal would be contrary to policies G1, G5, EN1 and EN4 of the Oxfordshire Structure Plan, policies G1, G3, G5 and C1 of the adopted South Oxfordshire Local Plan and policies G2, G4 and C1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003. The site lies in an isolated location outside the built up limits of any settlement and the proposal would constitute an intrusive form of development that would detract from the unspoilt, rural character of the area.

That the proposal would be contrary to policy H1 of the Oxfordshire Structure Plan, policies H6 and H14 of the adopted South Oxfordshire Local Plan, policies H6 and A6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003 and Government advice in PPS7 - Sustainable Development in Rural Areas. The site lies outside the built up limits of any settlement and the proposal fails to demonstrate an overriding agricultural justification to warrant the erection of a new dwelling at Rowan Farm.
