That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1 and G8 of the adopted South Oxfordshire Local Plan.

That details of the new rooflights shall be submitted to and approved by the Local Planning Authority prior to the commencement of the development. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1 and G8 of the adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference RRH/03/8C all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.

That prior to the occupation of the flats hereby approved, primary thermal double glazed window systems shall be installed with acoustically lined passive ventilators within all habitable rooms on facades with direct line of sight of the electrical substation and these window systems shall be so retained. Reason: To ensure that the development is not unneighbourly in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That the materials to be used for the external walls shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1 and G8 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of the development hereby approved, details of secure cycle parking shall be submitted to and approved by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1 and G11 of the adopted South Oxfordshire Local Plan.
