Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area in accordance with Policy CON10 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy CON10 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any work a detailed schedule of repair works to be carried out to the building, including the timber frames, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the repair work shall proceed in accordance with the approved schedule. Reason: To ensure that the details of the works are satisfactory in accordance with Policy CON10 of the adopted South Oxfordshire Local Plan.

That the additional living accommodation hereby permitted shall be occupied and used only in connection with and ancillary to the occupation and use of the existing property Home Farm, Manor Road, Towersey as a single dwellinghouse, as specified in the application, and shall not be occupied or used separately therefrom. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of the work, a detailed specification of the means of all external ventilation and heating systems shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the systems installed shall be as approved. Reason: to ensure that the details of the works are satisfactory in accordance with Policy CON10 of the adopted South Oxfordshire Local Plan.

That the windows shown on the rear elevation of the building shall be fitted with obscure glazing prior to the first occupation of the building, and thereafter shall be retained and maintained as such. Reason: To prevent overlooking of neighbours in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows shall be constructed in the rear elevation of the building other than those expressly authorised by this permission. Reason: To prevent overlooking of neighbours in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of, and Classes A, B, C, and D of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order, no extensions or roof alterations shall be undertaken. Reason: To protect the character of the building and area in accordance with Policy CON10 of the adopted South Oxfordshire Local Plan.

That no development shall take place until full details of measures for bat mitigation and conservation have been submitted to and approved in writing by the Local Planning Authority. These measures shall include:- i) A mitigation strategy ii) An approved DEFRA licence Thereafter the works shall be implemented in accordance with the approved DEFRA Licence unless otherwise approved in writing by the Local Planning Authority. Reason: To help protect the habitat of animal species protected by law in accordance with Policy C14 of the adopted South Oxfordshire Local Plan.
