Conditions / Refusal Reasons
That having regard to the excessive size, bulk and massing of the proposed building, to its inappropriate detailing and to the extensive car parking area to the front of the site, the proposal would appear cramped, prominent, intrusive and out of keeping with the spacious character of the surrounding development which generally comprises single family dwellings. In this way the proposal would be contrary to policies G1, G8 and H4 of the adopted South Oxfordshire Local Plan, policies G2, G6 and H4 of the South Oxfordshire Local Plan 2011 second deposit draft 2003 and to advice contained in the South Oxfordshire Design Guide.
That having regard to the size, bulk and massing of the proposed building, particularly to its excessive width and depth, the proposal would appear unacceptably intrusive and over bearing in the outlook from numbers 257 and 261 Greys Road. In addition, the six dormer windows in the south elevation of the building would overlook the rear gardens of properties in Makins Road. As such, the proposal would be contrary to policy G1 and H4 of the adopted South Oxfordshire Local Plan, policies G2 and H4 of the South Oxfordshire Local Plan 2011 second deposit draft 2003 and advice contained in the South Oxfordshire Design Guide.
That having regard to the character of the area, which generally comprises substantial houses in large plots, it is considered that the erection of nine flats would result in an unacceptable level of noise and disturbance to the occupiers of neighbourly properties. In this way the proposal would be contrary to policies G1 and H4 of the adopted South Oxfordshire Local Plan and policies G2 and H4 of the South Oxfordshire Local Plan 2011 second deposit draft 2003.
