Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That all materials to be used in the external construction and finishes of the development hereby permitted shall be approved in writing by the Local Planning Authority before the development is commenced. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1, G8 and H12 of the adopted South Oxfordshire Local Plan.

That notwithstanding any details contained in the application hereby approved, details of the slab and finished floor level of the new dwelling in relation to existing ground levels shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of any development. Thereafter the dwelling shall be constructed in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory and to prevent increased risk of flooding and to be in accordance with Policies G1, G8, G16 and H4 of the adopted South Oxfordshire Local Plan.

That, with the exception of those shown on the plans to be removed, the existing trees, shrubs and hedges on the land shall be retained unless otherwise agreed in writing by the Local Planning Authority. Reason: To safeguard the character of the area and to be in accordance with Policies G8 and H4 of the adopted South Oxfordshire Local Plan.

That the bathroom windows in the west elevation (as shown on plan 1184/1) of the dwelling hereby permitted shall be glazed in obscure glass prior to first occupation of the dwelling and shall thereafter be retained as such unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the development is not unneighbourly in accordance with Policies G1 and H4 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no additional windows or rooflights shall be constructed at first floor level in the west or north elevations of the development other than those expressly authorised by this permission. Reason: To ensure that the development is not unneighbourly and to be in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of, and Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no development within Classes A, B, C and E of Schedule 2, Part 1 of that Order, shall be carried out on the land unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To protect local amenities and to be in accordance with Policies G8 and H4 of the adopted South Oxfordshire Local Plan.

That the garage accommodation and the parking area shall be provided prior to the first occupation of the dwelling and shall thereafter be retained as such and shall not be adapted for any other purposes without the prior written permission of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and to be in accordance with Policies H4 and G11 of the adopted South Oxfordshire Local Plan.

That existing ground levels on the site shall not be raised. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity and to be in accordance wih Policy G16 of the adopted South Oxfordshire Local Plan.

That no spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood as shown on maps held by the Environment Agency. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity and to be in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That details of openings and grilles to underfloor voids shall be constructed in accordance with details that shall have previously been submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To ensure that free passage of flood water through the underfloor voids of the building is provided for and to be in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.
