Conditions / Refusal Reasons
That having regard to the rural character of the site and to its location on the northern edge of Woodcote, it is considered that the erection of 9 dwellings would extend development into the countryside, would be prominent and intrusive in the landscape and would detract from the unspoilt rural character of the area which lies within the Chilterns Area of Outstanding Natural Beauty.  In this way, the proposal would be contrary to policies G1, G8, EN1, EN4 and H1 of the Oxfordshire Structure Plan, policies G1, G5, G8, C2 and H6 of the adopted South Oxfordshire Local Plan, policies G2, G4, G6, C2 and H6 of the South Oxfordshire Local Plan 2011 second deposit draft 2003 and advice contained in PPG 3 and PPS 7.

That the erection of 9 dwellings on the site together with garages, parking and access would detract from the rural setting of the listed farmhouse, barn and granary, contrary to policy CON7 of both the adopted South Oxfordshire Local Plan and the South Oxfordshire Local Plan 2011 second deposit draft 2003.  Furthermore insufficient information has been submitted to demonstrate that the proposal is an enabling form of development which would fund the renovation of the grade II listed barn to the east of the site.
