The proposals are contrary to policies CON5, CON10, G8 and G13 of the adopted South Oxfordshire Local Plan, to policies CON5, CON10, AD1 and D1 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft September 2003) and to advice contained in the South Oxfordshire Traditional Shopfront Design Guide. Having regard to the unsatisfactory details of the window replacements and to the principle of introducing canopies, which are themselves of unsatisfactory detailing, the proposals would not respect the historic character of the listed building.
