That the proposal would be contrary to policies G1, G3, G5 and C1 of the adopted South Oxfordshire Local Plan and policies G2, G4 and C1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003. The site lies in an isolated location beyond the confines of any settlement and the siting of a mobile home constitutes an intrusive form of development that detracts from the unspoilt, rural character of the area.

That the proposal would be contrary to policies H6, H14 and H19 of the adopted South Oxfordshire Local Plan and policies H6, H15 and A6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003. The site lies in an isolated location and the proposal fails to demonstrate an overriding agricultural need to warrant the siting of a residential mobile home at Rowen Farm.
