That having regard to the height, bulk and massing of the proposed dwellings the proposal would result in a form of development that would be out of character with the existing modest single storey dwellings in Ilex Close and would therefore be detrimental to the character and visual amenity of the locality. Therefore the development would be contrary to the provisions of the Council's Adopted South Oxfordshire Local Plan, particularly policies G1, G5, G8 and H4 and the South Oxfordshire Local Plan 2011 (Second Deposit Draft) particularly policies G2, G4, G6 and H4.
