That the provision of walls and railings surrounding the roof of the flat roofed rear extension, allowing the roof area to be used for sitting out purposes, has a detrimental impact upon adjoining properties by virtue of the works being overbearing and oppressive to the immediately adjoining dwellings and also by virtue of loss of privacy to nearby garden areas through overlooking. The development is therefore contrary to policy H12 of the adopted South Oxfordshire Local Plan 1997 and policies H13 and D3 of the Second Deposit Draft South Oxfordshire Local Plan 2011.
