The proposals are contrary to policies G1, G8 and C2 of the adopted South Oxfordshire Local Plan, to policies G2, G6, C2 and H13 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft September 2003), and to advice contained in the South Oxfordshire Design Guide. Having regard to the siting of the proposed building on the frontage of the site and to its excessive size, the proposals would result in a prominent and unsatisfactory form of development that would detract from the overall appearance of the site and from the rural amenity of the locality which lies within the Chilterns Area of Outstanding Natural Beauty.
