Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That no other development shall be carried out on the site unless an application for planning permission in that behalf is first submitted to and approved by the Local Planning Authority, and this condition shall apply notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995. Reason: To secure the proper planning of the locality in accordance with Policies G1, G8 and C16 of the adopted South Oxfordshire Local Plan.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1, G8, C2 and H5 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs and the provision of boundary fencing and screen walling, shall be submitted to and aprroved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.

That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings in accordance with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.

That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To safeguard the character of the area in accordance with Policies G1 and C2 of the adopted South Oxfordshire Local Plan.

That all the trees in close proximity to the development works shall be protected by measures that accord with BS 5837 and details of these protection measures shall be submitted to and approved in writing by the LPA and be in place before any development takes place. Reason: To safeguard trees and hedges which are visually important in accordance with Policies G1, C2 and C16 of the adopted South Oxfordshire Local Plan/

That notwithstanding the details submitted with this application, the new driveway serving plot 1 shall be realigned in order not to encroach upon the tree canopy on the western boundary of the site in accordance with details which shall have been previously submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Reason: To safeguard trees and hedges which are visually important in accordance with Policies G1, C2 and C16 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any development, details of a no dig specification for the construction of the new driveways shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard trees and hedges which are visually important in accordance with Policy C16 of the adopted South Oxfordshire Local Plan.

That the first floor bathroom windows in both the new dwellings shall be obscure glazed and thereafter so retained. Reason: To ensure that the development is not unneighbourly in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference 1190 1A all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.

That prior to the occupation of the new dwelling on plot, a 1.8 metre high close boarded fence shall be erected along the whole of the western boundary of the site and adjacent to the house to the rear of Peppard Stores and this fence shall be retained. Reason: To ensure that the development is not unneighbourly in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.
