That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That notwithstanding any details contained in the application hereby permitted the details of the colour finish of the building hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the colour finish shall be approved. Reason: To ensure that the building is successfully assimilated into the riverside setting in accordance with Policies G8 and R21 of the adopted South Oxfordshire Local Plan.

That the building hereby permitted shall only be used for the purposes specified in the application in connection with Reading Sailing Club and shall not be used for any other purpose. Reason: In order to protect the character and amenities of the area in accordance with Policies G8 and R21 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any work details of a landscaping scheme to provide screening along the riverbank side of the new building shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the approved planting shall be conducted during the first planting season following the commencement of the development. Thereafter if any plant dies, is damaged or removed within five years of the completion of the building or its first use, it shall be replaced by a plant of a similar size and species in the next planting season. Reason: To ensure that the building is successfully assimilated into the riverside setting in accordance with Policies G8 and R21 of adopted South Oxfordshire Local Plan.

That no spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood as shown on maps held by the Environment Agency. Reason: To prevent the increased risk of flooding in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That the building hereby permitted shall be constructed with the floor slab at existing ground level and with apertures in all walls from ground level up to allow free entry and egress of flood water. Reason: To prevent the increased risk of flooding in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any development: a) A desktop study shall be carried out which shall include the identification of previous site uses, potential contaminations that might reasonably be expected given those uses and other relevant information, and using this information a diagrammatical representation (Conceptual Model) for the site of all potential contaminant sources, pathways and receptors shall be produced. b) A site investigation shall be designed for the site using the information obtained from the desktop study and any diagrammatical representations (Conceptual Model). This should be submitted to, and approved in writing by the Local Planning Authority prior to that investigation being carried out on the site. The investigation must be comprehensive enough to enable; - a risk assessment to be undertaken relating to groundwater and surface waters associated on and off the site that may be affected, and - refinement of the Conceptual Model, and - the development of a Method Statement detailing the remediation requirements. c) The site investigation shall be undertaken in accordance with details approved by the Local Planning Authority and a risk assessment shall have been undertaken. d) A Method Statement detailing the remediation requirements, including measures to minimise the impact on ground and surface waters, using the information obtained from the Site Investigation shall be submitted to the Local Planning Authority. Thereafter this shall be approved in writing by the Local Planning Authority prior to that remediation being carried out on the site. Reason: To ensure that the proposed site investigations and remediation will not cause pollution of Controlled Waters in accordance with Policies G16 and G7 of the adopted South Oxfordshire Local Plan.

That no soakaways shall be constructed such that they penetrate the water table and that they shall not in any event exceed 1 metre depth below existing ground level. Reason: To prevent the pollution of the water environment in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That no soakaways shall be constructed in any contaminated land and that a minimum of 1 metre shall be maintained between the base of any soakaways and maximum seasonal ground water level. Reason: To prevent the pollution of the water environment in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That during construction no solid matter shall be stored within 10 metres of the banks of the River Thames. Reason: To prevent the pollution of the water environment in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That details of the disposal of surface water and foul drainage shall be submitted and approved in writing by the Local Planning Authority prior to the commencement of any development. Thereafter the drainage schemes shall be installed as approved prior to the first use of the building. Reason: In the interests of public health and to avoid contamination in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.
