Conditions / Refusal Reasons
That the proposal fails to provide safe and satisfactory access from the public highway. The proposal takes access via the school access and car park which at school times is trafficked by large numbers of pedestrians and vehicles. As such the proposal is contrary to policy G10 of the adopted South Oxfordshire Local Plan and policy T1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003

That having regard to the inappropriate scale, span, footpint and design of the proposed dwellings, it is considered that the proposals would detract from the rural character of the area, result in the loss of an important visual gap and appear out of keeping with the local vernacular of the area. As such the proposals would be contrary to policies G1, G2, EN1, EN4 and H1 of the Oxfordshire Structure Plan, policies G1, G8, C3 and H4 of the adopted South Oxfordshire Local Plan and policies G2, G6, C1 and H4 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.

That having regard to the inappropriate scale, span, footprint and design of the proposed dwellings, it is considered that the proposals would neither preserve nor enhance the character and appearance of the Watlington Conservation Area. As such the proposals would be contrary to policy CON 10 of both the adopted South Oxfordshire Local Plan and the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.

That the proposal for the erection of five 4 bedroom dwellings fails to provide for a mix of housing and include 45% of smaller two bedroom units which are in demand in the local area. The proposal is therefore contrary to policy H7 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003

That insufficient information has been submitted with the application to assess the impact of the proposals on established trees on and adjacent to the site and in this respect the proposals would be contrary to policy G8 of the adopted South Oxfordshire Local Plan and policy C10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
