Conditions / Refusal Reasons
That notwithstanding the Town & Country Planning (Use Classes) Order 1987, the Class A3 element of the use shall be restricted to the ground floor of the premises, as shown on plan S.0173-02, and shall also be restricted to that of a coffee shop only and not to any other use within Class A3. Reason: To ensure that vitality and viability of the primary shopping frontage is not undermined any further in accordance with Policy S3 of the adopted South Oxfordshire Local Plan.

That no cooking of food shall take place on the premises without the prior written agreement of the Local Planning Authority. Reason: To protect the amenity of the area and to be in accordance with Policies G1 and G7 of the adopted South Oxfordshire Local Plan.

That the premises shall be cleared of all customers by 19:00 hours on Monday-Saturday and 18:00 hours on Sunday. The premises shall not be open for business before 07:00 hours. Reason: To protect amenities of the area and to be in accordance with Policies G1 and G7 of the adopted South Oxfordshire Local Plan.

That the window displays as shown on plan S.0173-02 (and referred to as merchandise stand) shall be installed prior to the first use of the premises for mixed A1 and A3 purposes and thereafter shall be retained as such. Reason: To protect the character and appearance of the primary shopping frontage and to be in accordance with Policy S3 of the adopted South Oxfordshire Local Plan.

That tables and chairs shall not cover more than 25% of the ground floor area of the ground floor shown on plan S.0173-02. Reason: To ensure that the primary shopping frontage is not undermined any further and to be in accordance with Policy S3 of the adopted South Oxfordshire Local Plan.
