Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the area of the ground floor to be used as a cafe shall be restricted to the areas shown on the proposed floor plan accompanying the application. Reason: The change of use of whole ground floor of the building to A3 use would be contrary to Policy S3 of the Council's Adopted South Oxfordshire Local Plan which seeks to protect retail use in Primary Shopping Frontages.

That the café shall only be operated ancillary to and in connection with the remainder of the ground floor of the building as a delicatessen. Reason: Its use as a separate café would be contrary to Policy S3 of the Council's Adopted South Oxfordshire Local Plan.

That the use of part of the ground floor as a café shall be restricted to the hours of 8.00 am to 6.00pm each day. Reason: To ensure that the use is not unneighbourly in accordance with Policies G1 and G7 of the Council's Adopted South Oxfordshire Local Plan.

That details of any ventilation or extract ducting required in connection with the use of the ground floor as a café shall be submitted to and approved in writing by the Local Planning Authority prior to their installation. Reason: To ensure that the development is not unneighbourly in accordance with Policy G1 and G7 of the Council's Adopted South Oxfordshire Local Plan.
