Conditions / Refusal Reasons
That the development be carried out strictly in accordance with the particulars of the development contained in application S.12/04 as shown on Drawing Nos. 4064207/930/99/P1, 4064207930/100/100/P1, 101/P2 and P142-587R2 accompanying the application except as controlled or modified by conditions of this permission, unless otherwise agreed in writing by the Head of Sustainable Development. Reason: To ensure the details of the development are carried out in accordance with the application as approved.

That development must be begun not later than the expiration of five years beginning with the date hereof. Reason: By virtue of the provisions of Section 91 (1) (a) of the Town and Country Planning Act, 1990.

Notwithstanding the details shown on Drawing No. 4064207930/100/102/P2 'Proposed Elevations & Cross Sections', the roof lights shown in the front and rear elevations of the salt barn shall be deleted from the final building design. Reason: To reduce light pollution in the interests of the visual amenities of the area. (Policy: G2, EN1, EN2 (OSP2011); G2 (OSP2016); G8, C2 (SOLP); C1, EP3 (SOLP2011)).

That the land be landscaped and planted with trees and shrubs in accordance with a comprehensive planting and landscaping scheme, which shall be submitted to and approved by the Head of Sustainable Development in writing prior to the commencement of the development and that trees and shrubs so planted be properly maintained and that in the event of any of the trees or shrubs dying or being seriously damaged or destroyed within a period of five years from the completion of the development a new tree or shrub or equivalent number of trees or shrubs as the case may be, be planted and properly maintained in a position or positions as first approved by the Head of Sustainable Development. Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development. (Policy: G2 (OSP2011); G2 (OSP2016); G9 (SOLP)).

That all planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting season following the occupation of the buildings or the completion of the development, whichever is the sooner, and any trees or plants which within a period of five years die, are removed or become seriously damaged shall be replaced in the next planting season with others of similar size and species, unless the Head of Sustainable Development gives written consent to any variation. Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development. (Policy: G2 (OSP2011); G2 (OSP2016); G9 (SOLP)).

That no development shall take place until the trees on the site which are to be retained and which are adjacent to or within the development area, have been protected during building operations by means of a protective fence around the edge of the canopy of the trees in accordance with B.S. 5837: 1991, and with the written requirements (copy attached) of the Head of Sustainable Development relating to the protection of trees. Furthermore, no works or storing of plant or materials shall be carried out within the fenced area. Reason: To ensure the protection of trees on the land and to preserve the amenities of the locality. (Policy: G2, EN7 (OSP2011); G2, EN1 (OSP2016); C16 (SOLP); C10 (SOLP2011)).

That prior to the commencement of the development, details of the proposed fencing to the site boundaries shall be submitted to and approved in writing by the Head of Sustainable Development. Reason: In the interests of the visual amenities of the area. (Policy: G2, EN1, EN2 (OSP2011); G2, EN1 (OSP2016); G8, C2 (SOLP); G6 (SOLP2011)).

That the means of access between the land and the highway be formed, laid out and constructed strictly in accordance with the specification of the means of access provided by the County Highways Engineer and that all ancillary works be undertaken in accordance with the specification. Reason: In the interests of highway safety. (Policy: G2, T18 (OSP2011); G2 (OSP2016); G8, G10, G11 (SOLP)).

That the external walls and roofs of the buildings be constructed and finished in accordance with a Schedule of Materials and Finishes which shall first have been submitted to and approved in writing by the Head of Sustainable Development. Reason: To ensure the Materials and Finishes are compatible with the surrounding development. (Policy: G2, EN4 (OSP2011); G2, EN1 (OSP2016); G8, C2 (SOLP); G6, D1 (SOLP2011)).

That prior to the commencement of the development, final details of the proposed external lighting (including any lighting columns) and cowling design shall be submitted to and approved in writing by the Head of Sustainable Development. Reason: To reduce light pollution and in the interests of the visual amenities of the area. (Policy: G2, EN1, EN2, EN4 (OSP2011); G2, EN1 (OSP2016); G8, C2 (SOLP); G6, EP3 (SOLP2011)).

That the external lighting shall be switched off when the site is not in use. Reason: To reduce light pollution and in the interests of the visual amenities of the area. (Policy: G2, EN1, EN2, EN4 (OSP2011); G2, EN1 (OSP2016); G8, C2 (SOLP); G6, EP3 (SOLP2011)).

That there shall be no external storage of plant or machinery, or parking of vehicles, when the site is not in operational use outside of the winter road salting/maintenance season. Reason: In the interests of the visual amenities of the area. (Policy: EN1, EN2, EN4 (OSP2011); EN1 (OSP2016); C2 (SOLP); G6, C1 (SOLP2011)).

That details of reversing warning systems that are to be used on vehicles within the site shall be submitted to and approved in writing by the Head of Sustainable Development before the site is brought into use. Reason: In the interests of the amenities of neighbouring residents. (Policy: EN1, EN2 (OSP2011); G7 (SOLP); EP1, EP2 (SOLP2011)).

That no development shall take place until a professionally competent archaeological organisation, as approved in writing by the Head of Sustainable Development in consultation with the County Archaeologist, has been commissioned to carry out a full watching brief during the period of construction works. The watching brief shall preserve by record any archaeological features that may arise in the course of works and shall include limited archaeological excavation where necessary and the retrieval of artefactual evidence. Reason: To safeguard the recording and inspection of matters of archaeological important on the site. (Policy: EN10 (OSP2011)).

That the site shall be used for salting/snow clearance and winter maintenance only by Oxfordshire County Council and its contractors. Reason: In the interests of the amenities of neighbouring properties. (Policy: G2, EN1, EN2 (OSP2011); G2 (OSP2016); G7 (SOLP); G6, EP1, EP2 (SOLP2011)).

That no more than 2 salting lorries shall be parked at the site at any one time. Reason: In the interests of the amenities of neighbouring properties. (Policy: G2, EN1, EN2 (OSP2011); G2 (OSP2016); G7 (SOLP); G6, EP1, EP2 (SOLP2011)).

That any necessary improvements to the junction of Long Toll and the B4526 shall be secured to allow its use by salt delivery lorries before such deliveries commence. Reason: In the interests of highway safety. (Policy: T11, T18 (OSP2011); G10 (SOLP)).

That salt delivery lorries shall enter and leave the site via Long Toll and the B4526 unless otherwise agreed in writing by the Head of Sustainable Development. Reason: In the interests of highway safety and the amenities of neighbouring residents. (Policy: T11, T18 (OSP2011); G10 (SOLP)).
