That the site lies outside the confines of any settlement and comprises part of a small group of dwellings in open countryside. The erection of a new dwelling on the site would consolidate the existing scatter of development and would detract from the special landscape quality of the Chilterns Area of Outstanding Natural Beauty. It is considered that the Certificate of Lawful Development for a mobile home on the site does not justify the erection of a permanent dwelling on the site. In this respect the proposal would be contrary to Policies G1, G5, G8, C2, H6, H16 and H20 of the adopted South Oxfordshire Local Plan and Policies G2, G4, C1, C2, H6, H12 and H16 of the South Oxfordshire Local Plan 2011 second deposit draft 2003.
