Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That prior to the commencement of the development of the boathouse building samples of all the materials to be used for all the external walls and roofs of the building shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Thereafter the materials used shall not be other than those approved. Reason: To safeguard the character and appearance of the area in accordance with Policies G1, G8, R9 and R21 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development of the boathouse a detailed specification of the type, design and external finish of all windows and external doors of the building shall have been submitted to and approved in writing by the Local Planning Authority. Thereafter the windows and external doors of the building shall be as approved. Reason: To ensure that the details of the development are satisfactory and to accord with Policies G8, R9 and R21 of the Council's adopted South Oxfordshire Local Plan.

That no development shall commence until a detailed scheme for hard and soft landscaping of the site, which shall include its phasing, maintenance and management and the locations of existing trees and shrubs to be retained on the land, has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the work does not detract from the character of the area in accordance with Policies G8 and R21 of the Council's adopted South Oxfordshire Local Plan.

That the phasing of the hard and soft landscaping, its maintenance and management shall be carried out in accordance with the approved details; and any trees or plants which, within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To ensure that the development is assimilated into the local landscape and nature conservation interests are protected in accordance with Policies G8, G9, R9 and R21 of the Council's adopted South Oxfordshire Local Plan.

Prior to the carrying out of any hard surfacing a specification of all finishing materials to be used for that section of hard surfacing shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the hard landscaping shall be conducted in accordance with the approved scheme. Reason: To ensure that the work does not detract from the character of the area in accordance with Policies G8 and R21 of the Council's adopted South Oxfordshire Local Plan.

That the existing trees, shrubs and hedges on the land shown to be retained on the landscaping plans submitted pursuant to Condition 4 shall be protected whilst development operations are in progress, in accordance with a scheme to be first submitted to and approved in writing by the Local Planning Authority and to be implemented prior to the commencement of the development hereby permitted. Reason: To safeguard the character of the area and to safeguard trees which are visually important in accordance with Policies G8 and C16 of the Council's adopted South Oxfordshire Local Plan.

That the car parking provision shall be constructed, surfaced and laid out as shown on the approved drawings, unless the Local Planning Authority agrees otherwise in writing, prior to the first use of the training course, boathouse and its ancillary facilities. Thereafter the approved car parking areas shall be retained and maintained and shall not be used for any other purpose other than the parking of motor vehicles. Reason: To ensure that there is an appropriate car parking provision to accord with Policy G11 of the Council's adopted South Oxfordshire Local Plan.

That, prior to development commencing on the boathouse, a scheme for the disposal of surface water drainage and foul drainage from that building shall be submitted and approved in writing by the Local Planning Authority: thereafter the boathouse shall not be used or occupied until surface water and foul drainage from that building are disposed of in accordance with the approved scheme. Reason: In the interests of public health and to avoid pollution in accordance with Policies G7 and G17 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of any work on the boathouse, plans showing the proposed slab level of the boathouse and proposed surrounding contouring of the site shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall not proceed other than in accordance with the approved details. Reason: To secure a satisfactory appearance and to ensure that the new building would not lead to increased flood risk in accordance with Policies G1, G8 and G16 of the Council's adopted South Oxfordshire Local Plan.

That the means of vehicular access to and from the site shall be taken only along the existing service road to and from the public highway at the junction of Henley Road and Caversham Park Road. Reason: In the interest of highway safety and convenience in accordance with Policies G10 and R21 of the Council's adopted South Oxfordshire Local Plan.

That the boathouse shall only be used for purposes in connection with and ancillary to the use of the rowing course as a training centre as specified in the application unless otherwise agreed by writing by the Local Planning Authority. Reason: That more intensive uses of the site and boathouse would be likely to generate greater levels of traffic and activity to and from the site, harming the environmental and nature conservation interests of the site in accordance with Policies R9 and R21 of the Council's adopted South Oxfordshire Local Plan.

No permanent or fixed structures shall be provided on the site for the storage of boats other than those shown on the approved plans unless otherwise first agreed in writing by the Local Planning Authority. Reason: To safeguard the character of the local landscape and to preserve the river environment in accordance with Policies G1, R9 and R21 of the Council's adopted South Oxfordshire Local Plan.

That no lighting shall be erected or installed on the site without the prior written approval of the Local Planning Authority. Reason: To ensure that any lighting does not detract from the character, appearance or amenities of the area in accordance with Policies G1, R9 and R21 of the Council's adopted South Oxfordshire Local Plan.

That details of all screening and boundary treatments shall be submitted and approved in writing by the Local Planning Authority prior to their installation. Reason: To ensure any such treatment does not detract from the appearance of the local landscape in accordance with Policies G1, G8, R9 and R21 of the Council's adopted South Oxfordshire Local Plan.

There shall be no raising of existing ground levels on site unless otherwise first agreed in writing by the Local Planning Authority. Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of any work associated with the new building hereby permitted, details which demonstrate that flood risk to the boathouse can be managed without loss of flood storage shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the work shall be carried out in accordance with the approved details. Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the Council's adopted South Oxfordshire Local Plan.
