That having regard to the detached nature and size of the annex, the proposal is tantamount to the erection of a new dwelling in the open countryside and Chilterns Area of Outstanding Natural Beauty. The benefits of removing the range of barns for the setting of the listed building and the area in general do not outweigh the harm arising from the provision of such a large annex building in this locality which would detract from the character and appearance of the countryside and the Chilterns Area of Outstanding Natural Beauty. As such the proposal would be contrary to Polices G1, G3, G5, C1, C2 and H6 of the adopted South Oxfordshire Local Plan and Policies G1, G2, G4, C1, C2, H6 and H13 of the South Oxfordshire Local Plan Second Deposit (Draft).
