Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the use of the site for the display of goods for retail purposes and public access shall be limited to the area identified on the approved plans and shall not be extended to the rest of the site, and that the remainder of the nursery garden shall not be open to public pedestrian or public vehicular traffic at any time. Reason: In order to protect the retail function of the unit and limit use of the site to a nursery garden in accordance with Policies S8 and S9 of the South Oxfordshire Local Plan.

That the retail unit shall only be open between the hours of 9am to 5pm on Mondays to Saturdays (excluding Bank Holidays) and shall not open on a Sunday. Reason: To ensure that the development is not unneighbourly in accordance with Policy S7 of the South Oxfordshire Local Plan.
