That the information accompanying the application does not conclusively demonstrate that the development would involve alterations and extensions to the existing dwelling and, in the opinion of the Local Planning Authority, the proposal involves the construction of a new dwelling in the open countryside. The new dwelling would be greater in volume than the existing dwelling and in this respect the proposal would be contrary to policies H16 of the Council's Adopted South Oxfordshire Local Plan and H12 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft) If it were to be demonstrated conclusively that the proposal would retain the existing dwelling and involve alterations and extensions to it, the scale and design of the development would not be in keeping with the character of the existing dwelling. In this respect the development would be contrary to policies H12 of the Council's Adopted South Oxfordshire Local Plan and H13 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft). In addition, having regard to the increased height and massing of the proposed development, it would result in a more intrusive form of development than the existing single storey building and would be detrimental to the character and visual amenity of this part of the Chilterns Area of Outstanding Natural Beauty, contrary to policies G1, G8 and C2 of the Council's Adopted South Oxfordshire Local Plan and policies G2, G6 and C2 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft).
