The proposal is contrary to policies G1, G5 and EN1 of the Oxfordshire Structure Plan, to policies G1, G3, G5 and H6 of the adopted  South Oxfordshire Local Plan and to policies G1, G2, G4 and H6 of the South Oxfordshire Local Plan, Second Deposit Draft (September 2003). The site lies outside the main confines of Henley-on-Thames and the proposal would extend development into the open countryside detracting from the character of the area and setting a very undesirable precedent for further development to the south of the Rotherfield Road.
