Conditions / Refusal Reasons
That having regard to the size of the site and to the number of new dwellings proposed, the site is not considered to be a strict infill plot suitable for the erection of one or two dwellings. Furthermore the proposal fails to provide an acceptable mix of development, would result in the permanent loss of an important open space within the village, would appear intrusive and prominent in the street scene, would be out of keeping with the character of surrounding development and would detract from the rural, spacious character of the area which lies within an Area of Great Landscape Value. In this respect, the proposal would be contrary to Policies G1, G3, G8, C3 and H5 of the adopted South Oxfordshire Local Plan, Policies G1, G2, G3, G6, C1, H6 and H7 of the Draft South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003 and advice contained in the South Oxfordshire Design Guide.
That the proposal to erect four new dwellings on an open orchard area would be harmful to the character and appearance of the Berrick Salome Conservation Area, would result in the loss of important views across the site and would compromise the setting of Parsonage Cottage, a grade II listed building and the outbuildings at Graces Farm, which are buildings of local historic interest. In this respect the proposals would be contrary to Policies CON7, CON10 and COn15 of the adopted South Oxfordshire Local Plan, Policies CON7 and CON10 of the Draft South Oxfordshire Local Plan 2011 Second Deposit September 2003 and advice in PPG 15 - Planning and the Historic Environment.
That the proposal would result in the intensification of use of a substandard access that lacks adequate visibility. In addition the pedestrian access points would encourage on street parking and servicing at a junction and the proposal would therefore be detrimental to the safety and convenience of users of the highway. In this respect the proposal would be contrary to Policy G10 of the adopted South Oxfordshire Local Plan and Policy T1 of the Draft South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003.
