In the absence of the completion of an appropriate Section 106 Planning Agreement, the proposals would be contrary to policies G2, CON5 and D3 of the Council's adopted South Oxfordshire Local Plan 2011, and to advice contained in the South Oxfordshire Design Guide. Having regard to the relationship of The Old Chapel to The Malt House, and to the restricted area of land around the building, the separate residential use of The Old Chapel would result in the provision of unsatisfactory residential amenity areas to serve the dwelling and would detract from the setting of the two buildings both of which are Grade 11 listed buildings.

In the absence of the completion of an appropriate Section 106 Planning Agreement, the proposals would be contrary to policies G2 and D4 of the adopted South Oxfordshire Local Plan, and to advice contained in the South Oxfordshire Design Guide. Having regard to its siting in close proximity to The Malt House, a separate residential use of The Old Chapel would result in an unneighbourly and intrusive form of development that would detract from the residential amenity currently enjoyed by the occupants of The Malt House.

In the absence of the completion of an appropriate Section 106 Planning Agreement, the proposals would be contrary to policies G2 and D2 of the adopted South Oxfordshire Local Plan. Having regard to its siting in close proximity to The Malt House, the provision of separate access and parking facilities to serve a separate residential use of The Old Chapel would result in the provision of unsatisfactory parking and turning areas which would be intrusive and unneighbourly to occupants of The Malt House by reason of noise and disturbance.
