Binfield Heath is classified as one of the smaller villages in the district where new residential development should be provided by infill development only (Policy H5). Development will not be permitted on the edge of settlements where the built up limits would be extended (H6). In this case, Holmwood Farmhouse is on the edge of the village and the provision of an additional house within the grounds would extend the built up limits of the settlement detracting from its landscape setting and the character of the Area of Great Landscape Value. As such the proposal would be contrary to Policies G1, G5, C3 and H6 of the adopted South Oxfordshire Local Plan and Policies G2, G4, C1, C4 and H6 of the South Oxfordshire Local Plan 2011 Second Deposit (Draft).
That the plan accompanying the application showing the siting of the new building does not accurately reflect the size or position of the existing building. Furthermore, it indicates a footprint of 6 metres by 9 metres for the proposed structure and it is considered that the provision of such a building would result in a large and prominent form of development that would be detrimental to the small scale character and appearance of the existing building and the landscape setting at the entrance to the village. As such the proposal would be contrary to Policies G1, G8 and C3 of the adopted South Oxfordshire Local Plan, Policies G2, G6, C1 and D1 of the approved South Oxfordshire Local Plan 2011 Second Deposit (Draft) and the advice contained in Section 4.1 and 4.2 of the approved South Oxfordshire Design Guide.
