Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the brick to be used for the external walls of the garden room hereby approved shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1 and G8 of the South Oxfordshire Local Plan.

That a scheme showing the treatment of the driveway, access road and boundary fencing shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Thereafter the approved scheme shall be implemented prior to the first use of the development hereby permitted and the approved boundary fencing shall be retained. Reason: To help assimilate the development into its surroundings and to accord with Policies G1 and G9 of the South Oxfordshire Local Plan.

That prior to commencement of any work in connection with the development hereby permitted, details of the levels of the existing and proposed car park shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall not proceed other than in accordance with the approved levels details. Reason: To ensure the details of the development are satisfactory and to accord with Policies G1, G8 and TSM6 of the South Oxfordshire Local Plan.

That prior to the commencement of any other development to which this permission relates the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and in all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience and to accord with Policy G11 of the South Oxfordshire Local Plan.

That prior to the first use of the garden room hereby permitted the parking provision as shown on the block plan at a scale of 1:500 stamped amended and date stamped 16 March 2004 shall be constructed, surfaced and laid out and such provision shall be retained thereafter. Reason: In the interests of highway safety and convenience and to accord with Policy G11 of the South Oxfordshire Local Plan.

That prior to the first use of the garden room hereby permitted the existing access to the Sun Public House has been closed up and the verge reinstated in accordance with a scheme which shall have been previously submitted to and approved in writing by the Local Planning Authority and the access shall remain permanently closed thereafter. Reason: In the interests of highway safety and convenience and to accord with Policy G10 of the South Oxfordshire Local Plan.

That the existing yew trees on the land identified on the block plan at a scale of 1:500 stamped amended and date stamped 16 March 2004 shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development. Reason: To safeguard trees which are visually important in accordance with Policy C16 of the South Oxfordshire Local Plan.

That the development to which this permission relates shall not be exercised in addition to, or in combination with, any part of the development permitted under reference P00/S0618. Accordingly this permission shall be alternative to the previous permission so that either, but not both, may be implemented. Reason: To prevent an inappropriate development of the site by the implementation or partial implementation of both permissions in accordance with Policies G1, G8 and TSM6 of the South Oxfordshire Local Plan.

That the method of drainage for the car park hereby approved shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Reason: To ensure the details of the development are satisfactory in accordance with Policies G7 and G11 of the South Oxfordshire Local Plan.
