Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the Adopted South Oxfordshire Local Plan.

That the new access shall not be used until the existing access has been closed and thereafter shall be permanently retained as such. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the South Oxfordshire Local Plan.

That surface water shall not discharge on to the adjoining highway. It shall be disposed of in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and highway safety and convenience in accordance with Policy G10 of the Adopted South Oxfordshire Local Plan.

That prior to the commencement of any work in connection with the development to which this permission relates, the proposed levels relating to the new embankment shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the new embankment shall be levelled in accordance with the approved details prior to the first use of the new access hereby permitted. Reason: To prevent the undermining of the existing building in the interests of public safety and to secure a satisfactory appearance in accordance with Policies G1 and C2 of the Adopted South Oxfordshire Local Plan.
