That having regard to the isolated location of the site within the Chilterns Area of Outstanding Natural Beauty, the proposal to erect a new dwelling would represent an unacceptable unsustainable form of development that would consolidate the existing scatter of development and detract from the special landscape quality of the area. As such the proposal would be contrary to Policies G1, G3, G5, C2 and H6 of the adopted South Oxfordshire Local Plan, Policies G2, G3, G4, C2 and H6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003 and Government advice contained in PPG 7 - The Countryside - Environmental Quality and Economic and Social Development. No special circumstances have been put forward that would justify overriding established planning policies.
