Conditions / Refusal Reasons
That having regard to the poor quality and appearance of the building the subject of this application and to the need to completely re clad it and erect a new pitched roof in order to effect a residential conversion, the proposal does not accord with the requirements of the rural conversions policies. Furthermore the proposal would be tantamount to the creation of a new self contained residential unit in the open countryside. The proposal would therefore be contrary to policies C11 and H6 of the adopted South Oxfordshire Local Plan, policies E8 and H6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003 and Government advice contained in PPG 7. It is not considered that the personal circumstances of the applicant justify a departure from the Council's planning policies.
That having regard to the need to erect a new pitched roof, the height of the building would increase from 3.1 m to 3.8 m and it would appear more prominent and intrusive on this rural isolated site which lies within the Chilterns Area of Outstanding Natural Beauty. In this respect the proposal would be contrary to policies G1 and C2 of the adopted South Oxfordshire Local Plan and policies G2 and C2 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
