Conditions / Refusal Reasons
That the erection of a dwelling, a double garage and a utility shed would represent an intrusive form of development which, by virtue of their excessive size, bulk and height, would be detrimental to the established character and visual amenity of the locality In addition, the cumulative impact of the buildings render them unacceptably overbearing in the outlook of adjacent residential occupiers detracting from the reasonable enjoyment of their properties and garden areas. As such, the development is contrary to policies G1, G8, C2 and H4 of the adopted South Oxfordshire Local Plan, policies G2, G6, C2 and H4 of the South Oxfordshire Local Plan 2011 second deposit draft and advice contained in the South Oxfordshire Design Guide.

That the proposed insertion of two dormer windows to the front elevation would be an unneighbourly form of development that would overlook the properties and gardens at numbers 2 and 3 Middle Springs detracting from the standard of residential amenities enjoyed by the respective occupiers. As such, the development would be contrary to policies H4 and H11 of the adopted South Oxfordshire Local Plan and policies H4 and D4 of the South Oxfordshire Local Plan 2011 second deposit draft 2003.
